OSA AREA STANDING COMMITTEES (Section 6., Structure & Bylaws) may be formed by the OSA to serve the needs of the Area and the groups they serve. These committees are established by 2/3 majority vote of the CAOSA. All committee chairs are elected at Area by a simple majority vote of the CAOSA. It’s suggested that standing committees meet on the second or third week of every month. Each committee will maintain regular minutes of their respective meetings to be available to the CAOSA and group members upon request; committee reports will be given to CAOSA by the committee chair 1 week prior to the monthly Area meeting.
Committees are ADVISORY only and have no power in and of themselves. The authority is described within the Twelve Concepts of CAWS. Committees offer advice to the C.A. Online Service Area, which must vote to approve/authorize any action. All the standing committees are to be fully accountable to the CAOSA and the groups they serve and will follow these general guidelines: annual terms for committee structure (chair, vice chair, secretary) will be determined by a vote within the committee – by committee members; each committee will develop and maintain a statement of purpose and committee guidelines; all committee guidelines must be submitted to CAOSA for Page 6 of 11 final approval; each committee will maintain regular minutes of their respective meetings to be available to the CAOSA and group members upon request; committee reports will be given to CAOSA by the committee chair 1 week prior to the monthly Area meeting.; standing committees will not maintain any bank account as the CAOSA, Inc. but will utilize the CAOSA treasury through the CAOSA budget process to determine the annual budget allotment; once the annual budget is determined, the standing committee may implement the program year’s efforts and access the available funds as approved; any budget changes that divert from the approved spending plan must be brought before the CAOSA for approval by a simple majority vote.

OFFICERS ELECTION PROCEDURE:
Following accepted nominations, or willing volunteers who receive a second, all nominees stand for election; the outcome is determined by a simple majority vote. All prospective nominees can be from either the CAOSA or from our Area Groups. In the case of vacancies, where there is both an unfinished term and an “alternate” or “vice” position for the vacant position, the alternate assumes the vacant position for the balance of the term. If there is more than one alternate, the senior alternate fills the vacancy. If there is no alternate, or if there is no fixed term, a new election is held to fill the vacancy.

AREA OFFICERS QUALIFICATIONS & DUTIES
CHAIRPERSON:
- Two years of continuous sobriety.
- Two-year commitment
- One year of active service in C.A. Online Service Area
- Presides over (monthly/quarterly) meetings and arranges agenda
- Encourages trusted servants to Chair various Standing Committees.
- Only votes in case of a tie.
- To have all delegates attending WSC credentialed at minimum 30 days prior to the
WSC VICE-CHAIRPERSON /PARLIAMENTARIAN:
- One year of continuous sobriety.
- Two Year commitment
- Six months of active service in C.A. Online Service Area
- In the absence of the Chairperson performs those duties of Chairperson.
- Coordinates Committee activities, and Chairperson of one Standing committee provided there is a vacancy, and agrees to willingly vacate any committee Chair position if a member of the OSA is willing to serve
SECRETARY:
- One year of continuous sobriety.
- Two-year commitment
- Six months of active service in C.A. Online Service Area
- Keeps accurate minutes of each meeting.
- General communications throughout the Area.
- Records the number and location of each meeting in the Area. Archives all relevant online service documents.
- Provides safe storage and retrieves information as needed.
TREASURER:
- Two years of continuous sobriety.
- Two-year commitment
- One year of active service in C.A. Online Service Area
- Gainfully employed and/or financially stable.
- Receives and deposits contributions from meetings and fundraising activities.
- Keeps an accurate bookkeeping system and maintains bank account(s).
- Provides a copy of the account bank statements to the CAOSA Chairperson on a monthly basis for accountability purposes. Gives monthly financial report.
- Timely filings with regulatory agencies at State and Federal level (e.g. state and local taxes, nonprofit corporation forms,etc.).
- Pays all expenses as authorized by CAOSA.
- Passes on contributions to the PS Region and World Service as authorized by CAOSA.
